I really don't have a whole lot of material on underground bases; I did find something in a wonderful paperback by Charles Berlitz ("World of strange phenomena" (1988 from Bantam; ISBN: 0-449-21825-2)). It contains ~270 strange condensed stories such as this: KING OF THE WORLD According to the beliefs of many Mongolians and Tibetans (and attested to by numerous Buddist monks who claim to have visted it), a vast underground country called Arghati lies beneath the high plateau in Central Asia.
